First Street. <br />DISCUSSION <br />On April 19, 2016, the City Council approved a proposal with AMCAL Multi- Housing, Inc. <br />(Developer) for the award of inclusionary housing in -lieu fees for an affordable housing project <br />called the First Street Apartments (Project) located at 1440 E. First Street (Exhibit 1) and <br />approved a conditional loan commitment letter that will be contingent on the City's actual receipt <br />of the in -lieu fee payments from Heritage Village OC, LLC. The Project will be an affordable <br />housing project that will provide 69 affordable units, as well as a community room and amenity <br />spaces. <br />Based on California law, when state or local funds are provided to a project which would lead to <br />the displacement of people from their homes and /or businesses, the legislative body must <br />approve a relocation plan. The draft First Street Apartments Project Relocation Plan (Exhibit 2) <br />has been prepared in conformance with applicable provisions of the California Relocation <br />Assistance Law and Relocation Guidelines as well as United States Department of Housing and <br />Urban Development (HUD) regulations. This plan is required due to the necessary demolition of <br />the existing structures. All current Project occupants will need to be permanently relocated. The <br />needs and characteristics of the displaced population, available relocation resources, and the <br />Developer's program to provide assistance to each affected person are general subjects of the <br />Relocation Plan. The Developer is utilizing Overland, Pacific & Cutler, Inc. as their relocation <br />consultant for the Relocation Plan and services. The Relocation Plan was completed on <br />December 18, 2015. <br />Current occupants that will need permanent relocation are ten known commercial businesses <br />and one household as a result of the Project.
