2015 URBAN WATER MANAGEMENT PLAN <br />• The City can defer non - mission critical capital improvement projects and reallocate the funds to cover <br />the cost of operations and critical maintenance. <br />The City Manager can recommend the City Council to declare a water shortage and implement the <br />City's Water Shortage Contingency Plan. Depending on the severity of the shortage and impact on <br />revenue, the City Council may increase water rates, other than Tier 1 Lifeline rates, by an amount <br />necessary as determined by the City Council. The subsequent rate increases enacted will remain in <br />effect until such time the City Council declares a water shortage no longer exists. <br />5.7 Reduction Measuring Mechanism <br />Under normal conditions, potable water production figures are recorded daily, Weekly and monthly <br />reports are prepared and monitored.
