Section 5 <br />South Coast Management District <br />The agency for air pollution control for the South Coast Air Basin (Basin) is the <br />SCAQMD, The SCAQMD is responsible for controlling emissions primarily from <br />stationary sources, The SCAQMD is also responsible for developing, updating, <br />and implementing the AQMP for the Basin, in coordination with the Southern <br />California Association of Governments. <br />Air Quality Management Plans <br />In response to Federal and State requirements to implement measures to <br />achieve the Federal and State air quality standards, the SCAQMD is responsible <br />for reducing emissions from stationary (area and point), mobile, and indirect <br />sources. It has responded to this requirement by preparing a sequence of <br />AOMPs. An AQMP establishes a program of rules and regulations directed at <br />attaining the Federal and State air quality standards. On November 28, 2007, <br />CARS submitted a SIP revision to the USEPA for 03, PM2.5, CO, and NO2 in <br />the Basin. This revision is identified as the "2007 South Coast SIP". <br />The 2007 South Coast SIP demonstrates attainment of the federal PM2.5 <br />standard in the Basin by 2014 and attainment of the federal 8-hour 03 standard <br />by 2023. This SIP also includes a request to reclassify the 03 attainment <br />designation from "severe" to "extreme", The USEPA approved the redesignation <br />effective June 4, 2010. The "extreme" designation requires the attainruent of the <br />8-hour 03 standard in the Basin by June 2024. GARB approved PM2.5 SIP <br />revisions in April 2011 and the 03 SIP revisions in July 2011. The USEPA <br />approved the PM2.5 SIP on September 25, 2013, and has approved 47 of the 62 <br />1997 8-hour 03 SIP requirements. On November 30, 2014, the USEPA <br />proposed a finding that the Basin has attained the 1997 PM2.5 standards. The <br />comment period closed on January 22, 2015; no subsequent action has been <br />taken. <br />On December 7, 2012, the SCAQMD adopted the 2012 ACIMP, which is a <br />regional and muitiagency effort between SCAOMD, CARS, SCAG, and USEPA. <br />The 2012 AQMP incorporates the latest scientific and technical information and <br />planning assumptions including; SCAG,'s 2012-2035 Regional Transportation <br />Plan/Sustainable Communities Strategy, updated emission inventory methods for <br />various source categories: and SCAG's latest growth forecasts. The primary <br />purposes of the 2012 ROMP are to demonstrate attainment of the federal 24- <br />hour PM2.5 standard by 2014 and to update the USEPA-approved 8 -hour Ozone <br />Control Plan. On December 20, 2012, the 2012 AQMP was submitted to CARB <br />and the USEPA for concurrent review and approval for inclusion in the SIP. <br />Mid Basin Centennial Park jgq& 1 16Project Final EIR 5-19 <br />
