Section 5 <br />CARS approved the 2012 AQMP on January 25, 2011 The USEPA has snot <br />approved the 2012 AOMP portion of the SIP. <br />SCAQMD Rules <br />The AQMP for the Basin establishes a program of rules and regulations <br />administered by SCAQMD and the State to obtain attainment of the state and <br />federal standards. The rules and regulations that apply to the Proposed Project <br />include the following: <br />SCAQMD Rule 402 prohibits a person from discharging from any source <br />whatsoever such quantities of air contaminants or other material which could <br />cause injury, detriment, nuisance, or annoyance to any considerable number of <br />persons or to the public, or which endanger the comfort, repose, health or safety <br />of any such persons or the public, or which could cause, or have a natural <br />tendency to cause, injury or damage to business or property. <br />SCAQMD Rule 403 governs emissions of fugitive dust during construction and <br />operation activities. Compliance with this rule Would be achieved through <br />application of standard Best Management Practices, such as application of water <br />or chemical stabilizers to disturbed soils, covering haul vehicles, restricting <br />vehicle speeds on unpaved roads to 15 miles per hour, sweeping loose dirt from <br />paved site access roadways, cessation of construction activity when winds <br />exceed 25 mph, and establishing a permanent ground cover on finished sites. <br />Local RegulationslPolicies <br />City of Santa Ana General Plan <br />The following are air quality objectives and policies from the City of Santa Ana <br />General Plan that would apply to the Proposed Project. <br />• Reduce air pollution emissions to achieve ambient air quality standards. <br />• Enforce emission standards contained in local ordinances. <br />5.2.3 Thresholds of Significance <br />1. Would the project conflict with or obstruct implementation of the applicable <br />air quality plan? <br />2. Would the project violate any air quality standard or contribute <br />substantially to an existing or projected air quality violation? <br />3.
