Section 5 <br />'Table 23: Housing Summary <br />5.5.2 Regulatory Framework <br />The following goals from the City of Santa Ana General Plan are relevant to the <br />project. <br />0 Ensure that the impacts of development are mitigated. <br />• Protect and enhance development sites and districts which are unique <br />community assets that enhance the quality of life. <br />9 Protect the community from incompatible land uses, <br />5.5.3 Threshold of Significance <br />1. Would the project cause a significant shift in population, housing and <br />employment? <br />2. Would the project cause disproportionately high and adverse impacts on <br />minorities and low income households? <br />5.5.4 Environmental Consequences <br />IMPACT EJ-1: Would the project cause a significant shift in population, <br />housing and employment? <br />Alternative 1: No Federal Action/No Project <br />Under Alternative 1, the project would not be implemented. There would be no <br />change to existing levels Of population, housing and employment levels within the <br />project area. <br />Alternative 2: Proposed Project <br />The implementation of the Proposed Project would not generate any long term <br />employment opportunities that would cause change to existing population and <br />housing levels within the project area, The Proposed Project would increase the <br />amount of injection wells that OCWD operates and maintains and could require <br />OCWD to hire additional workers.
