Section 5 <br />Alternative 1: No Federal Action/No Project <br />Under Alternative 1, the project would not be implemented within the City of <br />Santa Ana. Within the project area there would be no impacts and no changes to <br />the existing mix of minority households and households below the poverty line. <br />Alternative 2: Proposed Project <br />Compared to the County-wide percentage, the City of Santa Ana has a higher <br />percentage of minorities and households below the poverty line. Over 65 percent <br />of the household water needs within the City of Santa Ana are provided from <br />groundwater from the Orange County Groundwater Basin- The remaining <br />percentage of household water needs is provided from imported water supplies <br />that are purchased from the northern California or from the Colorado River. The <br />cost to produce groundwater is substantially lower compared to the cost to <br />purchase imported water. The Proposed Project would increase ground supplies <br />within the Orange County Groundwater Basin. The reduced cost for groundwater <br />would have a greater economic benefit to lower income households, The <br />implementation of the Proposed Project would result in short-term construction <br />impacts within the City of Santa Ana but would also have a long terra beneficial <br />impact on the cost of groundwater for lower income households. <br />Alternative 3. Reduced Intensity Alternative <br />Under Alternative 3, one less injection well would be constructed and operated. <br />Potential construction related impacts would be similar to the Proposed Project. <br />Under Alternative 3, a reduced amount of groundwater recharge Capacity Would <br />be provided. Compared to the Proposed Project, there would be less beneficial <br />impacts to lower income households. <br />Alternative 4: Pipeline Design Alternative <br />Under Alternative 4, the same amount of groundwater recharge capacity would <br />be provided.
