Section 5 <br />• To increase the efficiency of OCWD operations <br />OCIND Groundwater Quality Protection Policy <br />OCWD conducts extensive programs aimed at protecting the quality of the water <br />in the Orange County Groundwater Basin. These programs include groundwater <br />monitoring and participation in watershed water quality studies and regulatory <br />programs. Additionally, OCWD provides technical assistance to local water <br />Suppliers on the preparation of the State of California Drinking Water Source <br />Assessment Program. The program requires all well owners to prepare a drinking <br />water source assessment and establish a source water protection program for all <br />new wells. Through its monitoring program and participation in the State of <br />California Drinking Water Source Assessment Program, OCWD can effectively <br />monitor groundwater quality. <br />City of City Santa Ana General Plan <br />The following objectives, policies and programs from the City of Santa Ana <br />General Plan are relevant to the Proposed Project. <br />• Provide sufficient water of adequate quality for all users. <br />• Conserve water resources in commercial, industrial, residential and <br />recreational uses, <br />• Support identification and development of new sources of water, <br />• Encourage multiple use of water and other natural resource facilities, such <br />as reservoirs and flood control channels. <br />5.7.3 Threshold of Significance <br />1 Would the project violate Regional Water Quality Control Board <br />Water Quality standards or waste discharge standards? <br />2. Would the project substantially deplete groundwater supplies or <br />interfere substantially with groundwater recharge such that there <br />would be a net deficit in aquifer volume or a lowering of the local <br />groundwater table? <br />I Would the project substantially alter the existing drainage pattern of <br />the site or area, including through the alteration of the Course of a <br />stream or river, in a manner which would result in flooding on or <br />offsite? <br />4.
