Section 5 <br />Alternative 1: No Federal Action/No Project <br />Under Alternative 1, the project Would not be implemented. There would be no <br />constructed related activities or long term operations that would have the <br />potential to degrade water quality. <br />Alternative 2: Proposed Project <br />The Proposed Project has been evaluated if it would be in conflict with the <br />current State of California's regulations regarding Groundwater Replenishment <br />Reuse Projects and has subsequently been determined that the Proposed <br />Project would provide the required primary and secondary buffer areas. No long <br />term adverse water quality impacts would be associated with the injection of <br />GWRS waters into the groundwater basin. <br />During excavation operations there could be the potential that groundwater could <br />be encountered and dewatering activities Would be needed. The water from the <br />dewatering activities would be discharged into a local storm drain and then into <br />the Greenville Banning Flood Control Channel. To ensure there are no adverse <br />water quality impacts from the dewatering activities OCWD would obtain and <br />implement a NPDES dewatering permit from the Regional Water Quality Control <br />Board, Additionally, mitigation measures have been incorporated into the <br />Proposed Project to minimize Construction related and long-term surface water <br />run off impacts associated with the construction and operation of the Proposed <br />Project. With the implementation of Mitigation Measure G,EO-1, HWQ-2 and <br />HWQ-3 potential adverse water quality impacts would be reduced to a less than <br />significant level. <br />Alternative 3. Reduced Intensity Alternative <br />Under Alternative 3, long term operation water quality impacts would be the <br />same as the Proposed Project and would be less than significant. Under <br />Alternative 3, there would be a reduced amount of construction activity and <br />reduced potential for adverse construction related water quality impacts to occur. <br />Similar to the Proposed Project, mitigation measures have been incorporated into <br />Alternative 3 to minimize construction related and long -term surface water run off <br />impacts. With the implementation of Mitigation Measure GEO-1, HWQ-2 and <br />HWQ-3 potential adverse water quality impacts would be reduced to a less than <br />significant level. <br />Alternative 4., Pipeline Design Alternative <br />Under Alternative 4, long term operation water quality impacts would be the <br />same as the Proposed Project and would be less than significant.
