Section 5 <br />the discharging of the back flushed well water into the Greenville, Banning Flood <br />Control Channel would be coordinated with the County of Orange through an <br />encroachment permit. <br />Alternative 3: Reduced Intensity Alternative <br />Under Alternative 3, there would not be any construction activities that would <br />increase flood hazards at Centennial Park or at the Heritage Museum. The <br />implementation of Alternative 3 would involve the same construction activities on <br />the west and east levees of the Santa Ana River and along the nose pier of the <br />Edinger Avenue Bridge, With implementation of Mitigation Measures HWQ-4 <br />and HWQ-5 potential adverse impacts to the west and east levees of the Santa <br />Ana River and along the nose piers of the Edinger Avenue Bridge would be <br />reduced to a less than significant level. <br />Alternative 4: Pipeline Design Alternative <br />Under Alternative 4, there would not be any construction activities that would <br />increase flood hazards at Centennial Park or at the Heritage Museum. The <br />implementation of Alternative 4 would involve the same construction activities on <br />the west and east levees of the Santa Ana River and along the nose piers of the <br />Edinger Avenue Bridge. With implementation of Mitigation Measures HWQ-4 and <br />HWQ-5 potential adverse impacts to the west and east levees of the Santa Ana <br />River and along the nose piers of the Edinger Avenue would be reduced to a less <br />than significant levei. <br />Mitigation Measures <br />HWQ-4: Prior to construction activities occurring along the west and east levees <br />of the Santa Ana River OCWD will obtain an encroachment permit from the <br />County of Orange and 408 permit from the U.S. Army Corps of Engineers- <br />ll Prior to placement of the water supply pipeline along the nose piers of <br />the Edinger Avenue Bridge OCWD will obtain an encroachment permit from the <br />County of Orange and as part of the permit conditions will coordinate with County <br />of Orange Flood Operations on the design of the water supply pipeline to ensure <br />it does not impede flood maintenance activities along the bridge during flood <br />events. <br />Level of Impact after Mitigation <br />Alternative 1: No adverse impact <br />Alternative 2: Less than significant with Mitigation Measure HWQ-4 and HWQ-5. <br />Alternative 3: Less than significant with Mitigation Measure HWQ-4 and HWQ-5, <br />Alternative 4.
