Section 1 <br />102(2) (E) of the NEPA Guidelines, the environmental impacts of the proposed <br />action and alternatives, and a listing of agencies and persons consulted. <br />Under CEQA, an EIR Must describe all significant effects on the environment that <br />may be caused by the proposed project; significant effects that cannot be <br />avoided, any irreversible effects; proposed mitigation measures; project <br />alternatives; and growth-inducing impacts. This document meets those CEQA <br />requirements. <br />The Draft EIR/EA is intended to serve an informational document for public <br />agency decision-makers and the public, allowing decisions to be informed <br />regarding objectives and components associated with the implementation of the <br />Mid Basin Centennial Park Injection Well Project, as well as to identify feasible <br />mitigation measures and alternatives that may be adopted to reduce or eliminate <br />these impacts, <br />The Draft EIR/EA analyzes the environmental effects of the Mid Basin Centennial <br />Park Injection Well Project to the degree of specificity appropriate to the current <br />proposed actions, as required by CEQA and NEPA. The analysis considers the <br />issues associated with the implementation of the project to determine the <br />potential short-term and long-term effects. Additionally, Draft EIR /EA discusses <br />both the direct and indirect impacts associated with the project and cumulative <br />impacts associated with planned and for-seeable future development within the <br />project area. <br />1.2 CEQA-Plluis Federal Consultation Review <br />The U.S. Environmental Protection Agency sponsors the State Revolving Fund <br />(SRF) Loan Program to provide funding for construction of public-owned <br />treatment facilities and water reclamation projects. This funding for capital for <br />wastewater treatment and water recycling facilities is authorized Linder the Clean <br />Water Act. As a water recycling project, the proposed Mid Basin Centennial Park <br />Injection Well Project is eligible for SRF funding. In order to comply with <br />requirements of the SRF Loan Program, which is administered by State Water <br />Resources Control Board in California, a CEQA document must fulfill additional <br />requirements known as CEQA-Plus. The CEQA -Plus requirements have been <br />established by the U.S. Environmental Protection Agency and are intended to <br />supplement the CEQA Guidelines with specific requirements for environmental <br />documents acceptable to the State Water Resources Control Board when <br />reviewing applications for SRF loans, Federal consultation must be completed <br />before an SRF funding agreement can be approved by the State Water <br />Resources Control Board, A CEQA-Plus Federal Consultation Review analysis <br />has been incorporated into the EIR/EA to meet the State Revolving Loan <br />Mid Basin Centennial Park I It �Pl Project Final EIR 1-2 <br />
