Section 1 <br />1.4 Effects Found Not Significant <br />In accordance with Section 15063 (c) of the CEQA guidelines, based on the <br />evaluations and findings in the IS/NOP certain environmental issues from the <br />CEQA Checklist were determined to be less than significant or less than <br />significant with the incorporation of mitigation measures and therefore, do not <br />require further evaluation in this Draft EIR/EA, The IS/NOP located in Appendix A <br />of this DEIR provides the evalluations and findings that determined these issues <br />to be less than significant or less than significant with the incorporation of <br />mitigation measures. The issues from the CEQA Checklist determined to be less <br />than significant include: <br />• Agriculture /Forest Resources <br />• Hazards/Hazard. Materials <br />• Mineral Resources <br />• Population/Housing <br />• Public Services <br />• Utilities <br />1.5 Effects Determined Potentially Significant <br />Based on the findings of the IS/NOP, a determination was made that a Draft <br />EIR/EA is required to address the potentially significant environmental effects of <br />the Project. The scope of this Draft EiRiEA includes issues identified by the <br />OCWD during the preparation of the ISINOP for the Project, as well as <br />environmental issues identified by agencies (see Table 1) and the public in <br />response to the IS/NOP.
