The Executive Director of the Public Works Agency is authorized to <br />establish rules for the issuance of guest parking permits to residents of the District and <br />to issue or deny such permits in accordance therewith. Such rules shall be designed to <br />limit guest parking privileges as appropriate to provide sufficient parking for resident <br />parking permit holders. Such rules may be revised from time to time as circumstances <br />require. <br />Section 8.
