<br />PURPOSE:The Capital Outlay Fund accounts for the City's capital spending. In recent years, revenue from this fund has
<br />primarily been derived through transfers from the General Fund. Prior to passage of Proposition 13 in 1978,
<br />the City set a property tax sufficient to support its capital needs and payments on City Hall. With the passage
<br />of Proposition 13, the City's flexibility in setting the property tax rate was in effect eliminated.
