<br />PURPOSE:
<br />In 2012, the City of Santa Ana Mayor and City Council adopted the Sunshine Ordinance to enhance transparency and foster community
<br />engagement. An element of the Sunshine Ordinance was the development of a 5-year Strategic Plan to re-establish the City's mission, vision
<br />and goals that guide the City's future. Following an 11-month strategic planning process and extensive community engagement efforts,
<br />on March 18, 2014, the Council adopted the 5-year Strategic Plan. The Strategic Plan includes a total of 7 goals, 33 objectives and
<br />147 strategies. Of the 147 strategies, 108 are funded within the departmental operating budgets. The remaining 39 unfunded strategies were
<br />prioritized by staff. In May 2014, Council approved an additional $3.0M for 23 of the highest and high-priority strategies.
<br />The Strategic Plan fund accounts for these strategies not imbedded in departmental budgets. Revenues for this fund are derived through
<br />transfer of monies from the general fund. As additional funding becomes available, staff will provide further recommendations to fund
<br />all other remaining unfunded strategies. Implementation of the Strategic Plan commenced July 1, 2014.
