Well maintained streets raise the overall quality of living, encourage economic <br />development, improve property values, increase bicycle mobility, provide safe pedestrian access, <br />and protect the substantial investment already made in our street infrastructure. Poorly <br />maintained streets, on the other hand, reduce non - motorized mobility, lead to higher vehicle <br />maintenance costs, increase pollution and incur exponentially higher future street maintenance <br />costs. <br />In 2006, there was an investment of $72+ million in the City's pavement network that resulted in a <br />well maintained street network with a citywide overall Pavement Condition Index (PC]) rating of <br />79, which is considered to be in good condition. A new funding source is required to maintain a <br />PC[ rating of greater than 75, which is the minimum required to maintain crucial funding match <br />eligibility through the Orange County Transportation Authority funding programs (i.e., Measure <br />M2 and Comprehensive Transportation Funding Program grants). <br />To ensure all the benefits of well- maintained streets, staff is proposing a comprehensive citywide <br />initiative, the Sustainable Mobility and Roadway Transformation (SMaRT) program.
