PUBLIC HEARINGS <br />1. CONDITIONAL USE PERMIT NO. 2016-18 <br />(Applicant: David Gregory, Certified Transportation - 628 East Washington Avenue) <br />Matter continued from the June 13, 2016 Planning Commission meeting at the <br />request of the applicant. <br />Legal notice published in the Orange County Reporter on June 3, 2016 and notices <br />mailed June 2. 2016. <br />Commissioner Alderete arrived at 5:41 p.m. <br />A project overview was provided by Candida Neal, Planning Manager. Noted <br />applicant met with Logan neighborhood representatives and agreed to a number <br />items in order to operate and be sensitive to neighboring residents on the Custer site <br />and summarized what was agreed upon. Chairman Gartner opened the public <br />hearing. Debbie McEwen expressed concern on the landscaping and bus <br />ingress/egress on Washington Avenue, Sam Romero noted he was pleased with <br />meeting with applicant and agreed to about 95% of issues, Pam Andrade expressed <br />concern on bus maintenance and the number of buses at the site, Cecelia <br />Rodriguez expressed concern of the project citing there should be no maintenance <br />on the site. Pamela Sapetto, representing applicant, thanked staff & Logan <br />neighborhood, discussed items that were agreed upon at their meeting, and <br />discussed proposed improvements. Commissioner Gartner closed the public <br />hearing. Discussion ensued on the hours of operation, the storage and maintenance <br />of buses and the proposals for the Washington Avenue and Custer Street sites and <br />the implementation of an Operations Plan. Ms. Neal noted applicant is willing to <br />discuss concerns with staff and requested the Commission take a recess on the <br />matter and continue with the agenda. <br />Chairman Gartner announced that the matter would be recessed so that the <br />applicant can meet with staff. Chairman Gartner proceeded with the remaining <br />public hearings. <br />2. CONDITIONAL USE PERMIT NO. 2016-19 <br />(Applicant: Steven Hall, Brasa Rotisserie — 3940 South Bristol Street, Unit 111) <br />Legal notice published in the Orange County Reporter on June 29, 2016 and notices <br />mailed June 29, 2016. <br />A project overview was provided by Jessica Aguilar, Planning Technician. Chairman <br />Gartner opened the public hearing. Linda Lou Kestin spoke in opposition to the sale <br />alcoholic beverages. Steven Hall, applicant, answered questions and spoke in <br />support of the project.
