Authorize the City Manager and Clerk of the Council to award and execute a contract to <br />Petrochem Materials Innovation, LLC, the lowest responsible bidder, in accordance with the <br />bid in the amount of $1,515,876 for the term beginning upon execution of the contract and <br />ending upon project completion for the construction of the Local Street Slurry Seal FY 2015- <br />2016 project, subject to nonsubstantive changes approved by the City Manager and City <br />Attorney. <br />2. Approve the Project Cost Analysis for a total estimated project delivery cost of $1,850,000, <br />which includes the contract base amount, administration, inspection, testing, and a 12 <br />percent contractual contingency of $181,930. <br />DISCUSSION <br />The City's Pavement Management Program was developed to identify the preventive <br />maintenance requirements for the City's street network. The recommended local street <br />segments (Exhibit 1) have been identified as high priorities for slurry seal. The recommended <br />work consists of preparing the roadway by performing minor pavement repairs, including <br />localized replacement of asphalt concrete pavement, followed by slurry seal resurfacing, striping, <br />and signage. Once completed, these improvements will enhance the ride quality, surface <br />drainage, and appearance of the neighborhood, as well as extend the life of the pavement. <br />A Notice Inviting Bids was advertised on May 24, 2016 and May 31, 2016, and bids were opened <br />June 14, 2016.
