The Purchase Option required the City of Santa Ana to <br />proceed with the remediation of environmental hazards present in the YMCA building prior to St. Joseph <br />Health exercising their purchase option. <br />Guiding principles associated with the YMCA project management work of St. Joseph Health remain as <br />follows: <br />1. The City Council's stated objective to implement a strong economic development program in the <br />Downtown which provides a linkage between the Civic Center and related professional office and <br />nonprofit organizations <br />2. The St. Joseph Health proposal to share operating revenues and expenses, lending strength to <br />their financial proposal while ensuring the long -term viability of the project <br />3. St. Joseph Health operating a wellness center onsite and Taller San Jose being a tenant of the <br />building, thereby providing a more secure venue than a speculative commercial development <br />The Public Works Agency will be managing the remediation of the environmental hazards present at the <br />YMCA building. The City's environmental consultant prepared the necessary bid documents and a Notice <br />Inviting Bids was advertised for bid on July 3 and July 8, 2016. Bids were opened on July 28, 2016. Matrix Environmental, Inc., <br />submitted the lowest responsive bid in the amount $1,320,893.99 (Exhibit 2). The Matrix Environmental, <br />Inc., bid is comparable to the engineer's estimate of $922,660. Based on the bid analysis and a <br />contractor's reference check, staff recommends awarding the construction contract to Matrix <br />Environmental, Inc. (Exhibit 3). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #3 - Economic Development, Objective #5 <br />(leverage private investment that results in tax base expansion and job creation citywide), Strategy A <br />(identify and market underutilized properties [City- and non - City- owned] for new development that will <br />create new jobs and expand the City's tax base). <br />20B -2 <br />
