(dba Waste Management of Orange County). <br />Authorize the City Manager to explore the pros and cons of a possible extension of the Solid Waste <br />Services Agreement with USA Waste of California, Inc. (dba Waste Management of Orange County) <br />for Council's future discussion and direction. <br />DISCUSSION <br />On June 30, 1993, at the completion of a Request for Proposals process, the City entered into an <br />agreement with Great Western Reclamation for solid waste collection and handling. On June 1, 1996, the <br />City approved an "Amended and Restated Agreement for Collection and Handling of Solid Waste <br />Generated and /or Accumulated in the City of Santa Ana" to implement a new curbside service collection <br />program and to extend the agreement to June 30, 2008. On June 19, 1997, the City entered into a <br />"Second Amended and Restated Agreement for the Collection and Handling of Solid Waste Generated <br />and /or Accumulated in the City of Santa Ana" with Great Western Reclamation, a division of Waste <br />Management Collection and Recycling, Inc. (formerly Great Western Reclamation) to clarify the <br />responsibilities associated with the collection, handling, and processing of solid waste collected by Waste <br />Management. On April 3, 2006, the City approved an agreement entitled "Third Amended and Restated <br />Agreement for the Collection and Handling of Solid Waste Generated and /or Accumulated in the City of <br />Santa Ana" with USA Waste of California, Inc., dba Waste Management of Orange County (formerly Great <br />Western Reclamation, a division of Waste Management Collection and Recycling, Inc.) in order to, among <br />other things, recognize advancements in environmental stewardship and to extend the term of the <br />Agreement to June 30, 2018. <br />In December 2015, the City Council approved a consultant services agreement to analyze the City's <br />waste services rates and level of service in comparison with comparable cities in Orange County. In <br />addition to analyzing solid waste services, the consultant was also tasked with providing an analysis of the <br />options for either a new or extended contract. During this process, the City Attorney recommended <br />restating all amendments to the current solid waste services agreement into a single Amended and <br />Restated Agreement ( "Proposed Agreement "), and clarifying the pass- through and impact fees, for <br />25N -1 <br />
