- volunteered to serve on a Council sub-committee regarding Code <br /> Enforcement issues. <br /> Councilmember Espinoza: <br /> - reported employees of a landscaping company on Fairview are creating <br /> parking congestion in a nearby neighborhood and a safety hazard when <br /> they cross Fairview on foot to get to work; <br /> - noted the Target store on S. Bristol was not locking up spray paint cans <br /> as required by Code; and <br /> - indicated he had attended the recent Saint Joseph Ballet recital and lauded <br /> the kids who participated in the event (several other Councilmembers <br /> commented similarly on this event). <br /> In response to Espinoza's concern regarding pedestrians crossing Fairview to access the Ralph's <br /> Center on S. Fairview, City Manager David Ream indicated he would personally investigate the <br /> situation. <br /> Councilmember Richardson: <br /> - requested staff provide him with a written plan on Sign Code issues; <br /> - reported Marc La Font's"garden cinema" in Santa Ana had been featured <br /> in the latest edition of ,Sunset Magazine; <br /> - remarked that 20 reserve firefighters had graduated at the Fire Department's <br /> Volunteer Program held just prior to the Council meeting and commended <br /> the Department on the success of its volunteer program; and <br /> - noted Santa Ana's reduced crime rate had resulted in its recognition as <br /> the 22nd safest city in the United States; commended the Council, staff, <br /> and the community for their efforts leading to crime reduction; and requested <br /> a Police presentation regarding crime enforcement at a future Council meeting <br /> (several Councilmembers commented on this item and the firefighter volunteer <br /> program as well). <br /> Councilmember McGuigan: <br /> - reported cars "for sale" on First Street between Cooper and Starboard were <br /> creating a safety hazard and inquired as to whether a"no parking" zone could <br /> be established in this area; and <br /> - noted new fencing was to be installed along the Shannon Street drainage <br /> culvert and requested debris be removed from the culvert before beginning <br /> the installation project. <br /> CITY COUNCIL MINUTES 185 JUNE 2,1997 <br />
