Multi- family projects with five or more dwelling units shall be designed and constructed to be readily accessible to and <br />usable by persons with disabilities. This requirement applies to both the individual units and the common area. A <br />minimum of 5 percent of the dwelling units in the project (but not less than one unit) shall be accessible to individuals <br />with mobility impairments. An additional 2 percent of the dwelling units (but not less than one unit) shall be accessible <br />to individuals with hearing or vision impairments. Dwelling units designed and constructed in accordance with the <br />Uniform Federal Accessibility Standards (UFAS) are deemed to comply with the Section 504 regulation. Accessible units <br />must be (to the maximum extent feasible) distributed throughout the projects and sites, and must be available in a <br />sufficient range of sizes and amenities so as not to limit choice. <br />VISIT - ABILITY <br />Multi- family projects with four or less dwelling units and single family dwelling units shall be designed and constructed <br />in a manner that individuals with mobility limitations can reasonably sustain occupancy. <br />GREEN BUILDING <br />Multi- family projects with four or less dwelling units and single - family dwelling units shall be designed and constructed <br />to meet or exceed the California Energy Code and the California Green Building Standards Code. Multi- family projects <br />with five or more dwelling units shall be designed and constructed to achieve a minimum LEED certification of Silver. <br />DISASTER MITIGATION STANDARDS <br />Disaster mitigation standards are included in the state and local codes adopted by the City of Santa Ana. <br />QUALITY / DURABILITY <br />The quality and durability of all new construction housing projects shall exceed the minimum standards established by <br />the construction industry and various trades. <br />MATERIALS & EQUIPMENT <br />All materials and equipment shall comply with all applicable state and local codes adopted by the City of Santa Ana and <br />all applicable standards described herein. All materials and equipment shall be new, in excellent condition, and <br />delivered to the project in the manufacturer's original packaging. <br />REHABILITATION <br />Upon completion, all rehabilitation projects shall meet all applicable state and local codes adopted by the City of Santa <br />Ana and all applicable standards described herein. <br />LEAD BASED PAINT <br />All housing built before 1978 must comply with 24 CFR Part 35 Subpart J and HUD's Lead Safe Housing Rule regarding <br />the evaluation and control of lead -based paint hazards. HUD's guidelines are available at <br />http://www.hud.gov/offices/"lead/"lbp/­­hudguidelines/index.cfm <br />ACCESSIBILITY & USABILITY <br />To the extent possible and practical, multi - family rehabilitation projects shall incorporate measures to improve the <br />accessibility and usability of the property by persons with disabilities.
