presence of asbestos and the control of asbestos <br />Estimated Remaining Useful Life (ERUL) <br />• Structurally, all exterior walls shall have an ERUL of at least fifteen years. <br />• Finishes shall have an ERUL of at least five years. <br />• Housing projects consisting of 26 or more units are required to provide a capital needs assessment to <br />ensure that walls will be maintained during the period of affordability. <br />ON -GOING COMPLIANCE <br />• Deficiencies that pose an imminent threat to public health or safety must be addressed immediately. <br />BUILDING EXTERIOR <br />ROOFS <br />NEW CONSTRUCTION PROJECTS <br />• Compliance with all current codes, standards and ordinances is required. <br />• To the extent possible, new construction projects shall use roofing that is light in color to prevent heat gain. <br />REHAB / ACQUISITION / ON -GOING COMPLIANCE <br />• Compliance with all applicable codes (federal, state, and local) is generally required. Some pre- existing, <br />non - conforming conditions may be allowed as long as required permits were obtained and they meet the <br />minimum standards described below. <br />MINIMUM STANDARDS (REHAB / ACQUISITION / ON -GOING COMPLIANCE) <br />• All roofs shall be safe, sound, weather -tight and free of significant defects, damage or deterioration. <br />• Wood components shall be free of dry rot, water damage and termite damage. <br />• Metal flashing shall be intact and painted. <br />• Gutters and downspouts (if present) shall be maintained and functioning properly. <br />Damaged or deteriorated paint shall be evaluated for the presence of lead and the control of lead -based hazards <br />in housing built before 1978.
