pre- existing, non - conforming conditions may be allowed as long as required permits were obtained and they <br />meet the minimum standards described below. <br />• The use of Energy Star labeled appliances and programmable thermostats is required when the appliances <br />and thermostats are being replaced. <br />• Mobile Homes - Replacement appliances must be labeled and approved for use in mobile home. <br />REHAB / ACQUISITION / ON -GOING COMPLIANCE <br />• All heating, ventilation and air conditioning appliances shall be safe and free of significant defects, damage <br />and deterioration. <br />• All HVAC equipment shall be properly maintained and in good working order. <br />• Combustibles shall be kept away from heating appliances. <br />• Storage is generally not permitted in furnace closets. <br />Estimated Remaining Useful Life (ERUL) <br />• HVAC equipment shall have an ERUL of at least five years. <br />• Housing projects consisting of 26 or more units are required to provide a capital needs assessment to ensure <br />that all HVAC equipment will be maintained during the period of affordability. <br />ON -GOING COMPLIANCE <br />• Deficiencies that pose an imminent threat to public health or safety must be addressed immediately. <br />SMOKE ALARMS / CARBON MONOXIDE ALARMS <br />NEW CONSTRUCTION PROJECTS <br />• Compliance with all current and applicable codes and standards (federal, state and local) is mandatory. <br />• The use of interconnected combination alarms is required. <br />REHAB / ACQUISITION / ON -GOING COMPLIANCE <br />• Compliance with all applicable codes and standards (federal, state and local) is generally required.
