Approve an appropriation adjustment for Fiscal Year 2016/2017 to recognize $104,456 from <br />the Highway Safety Improvement Program funds into the Federal Aid Safety Program <br />revenue account and appropriating the same to the Federal Aid Safety Program expenditure <br />account. <br />2. Award a contract and authorize the City Manager and Clerk of the Council to execute a <br />construction contract to California Professional Engineering, Inc., the lowest responsible <br />bidder, in accordance with the base bid in the amount of $872,755, for the term beginning <br />upon execution of the contract and ending upon project completion, for construction of the <br />Traffic Signal Modifications at Four Locations project, subject to nonsubstantive changes <br />approved by the City Manager and City Attorney. <br />3. Approve the Project Cost Analysis for a total estimated project delivery cost of $1,090,945, <br />which includes the contract base amount, administration, inspection, testing, and an <br />authorized contingency of $87,280. <br />DISCUSSION <br />The Traffic Signal Modifications at Four Locations project consists of installing left turn arrows <br />and enhancing the signage at the intersections of 17th Street at English Street, MacArthur <br />Boulevard at Plaza Drive, Edinger Avenue at Sullivan Street, and Westminster Avenue at Clinton <br />Street (Exhibit 1). Once completed, these improvements will increase the safety of pedestrians <br />while promoting more walking and bicycling at these locations with protected movements as well <br />as the motor vehicles making left turns. <br />20D -1 <br />
