Award Contract For Traffic Signal Modifications at Four Locations <br />August 2, 2016 <br />Page 2 <br />An additional $104,456 in Highway Safety Improvement Program (HSIP) grant funds has been <br />awarded to this project. The City qualified for this incentive funding from Caltrans for projects <br />that are ahead of schedule and ready for construction. By appropriating these HSIP funds, a <br />portion of the previously budgeted Measure M2 funds will be made available as a City match for <br />future projects. <br />A Notice Inviting Bids was advertised on April 13, 2016, and April 20, 2016; bids were opened on <br />May 4, 2016. California Professional <br />Engineering, Inc., submitted the lowest responsive bid (Exhibit 2) in the amount of $872,755 and <br />that bid is comparable to the engineer's estimate of $835,330. Based on an analysis of the bids <br />received, staff recommends award of this contract to California Professional Engineering, Inc. <br />(Exhibit 3). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy B (equitably maintain existing streets and associated assets in a state of good <br />repair so they are clean, safe and aesthetically pleasing for all users) and Strategy G (develop <br />and implement the City's Capital Improvement Program in coordination with the Community <br />Investment Plan [e.g., neighborhood streets, traffic improvements, park facilities, bike master <br />plan, etc.]). <br />20D -2 <br />
