Approve the Civic Center Safety and Security Program for a the total project amount of <br />$1,319,672 and direct the City Manager to collaborate with the County of Orange in <br />implementing various common area enhancements through a joint funding initiative for the <br />Civic Center Joint Powers Authority area. <br />2. Approve an appropriation adjustment to appropriate the City's contribution of $731,836 toward <br />the total funding need of $1,319,672 from fund balance, resulting from Fiscal Year 2015 -16, to <br />fund various Civic Center Safety and Security Enhancement initiatives. <br />DISCUSSION <br />On September 6, 2016 at the City Council Meeting, the Mayor and City Council approved <br />Resolution 2016 -073 Declaring a Public Health and Safety Crisis Related to the Homeless and <br />Urging the County of Orange to take Immediate Action to Provide Services to the Homeless at <br />the Santa Ana Bus Terminal which the County of Orange Owns and Controls. During the <br />discussion of this item, the City Manager outlined a list of recommended actions as were <br />requested by the various employee labor groups. <br />At the direction of the Mayor and City Council, the City Manager met with the County of Orange <br />CEO Frank Kim and his staff to discuss safety and security enhancements in the common areas <br />of the Civic Center, which are managed by the Civic Center Joint Powers Authority. Both <br />agencies agree on the need to enhance the existing services to improve the conditions for the <br />public and employees in the Civic Center. The CEO requested additional information regarding <br />the LED Lighting and the Police Department and Security Guard proposals. There appears to be <br />consensus on the Safety Assessment and Power Washing proposals. Staff is confident that a <br />commitment from the County would be forthcoming. It is for this reason that staff is <br />recommending approval of 50 percent of the common area items that both jurisdictions are <br />anticipated to authorize so that we may begin the planning and implementation of those <br />initiatives. <br />20E -1 <br />
