Approval of Civic Center Safety and Security <br />Enhancement Program and Appropriation Adjustment <br />September 20, 2016 <br />Page 2 <br />Exhibit 1 outlines the enhancements, responsible City departments, action items, estimated <br />costs, and the responsible government agency. The Civic Center Safety and Security <br />Enhancement Program and its subsequent actions would become effective immediately and the <br />necessary agreements and processes would follow to ensure work is completed expeditiously. <br />Working collaboratively, the City and the County of Orange seek to complete work jointly on the <br />items that have commonality. Other areas outlined in the matrix are the sole responsibility of the <br />City. The City will seek to share the cost of common area enhancements with the County of <br />Orange. <br />This action will authorize the appropriation adjustment and make the funds available into the <br />various accounts. Staff will prepare the necessary bid and RFP documents to complete these <br />projects and bring those items for consideration by the Mayor and City Council when the award of <br />contracts are brought forward at future Council Meetings. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal 1 — Community Safety, Objective 1 <br />(Modernize the Community Policing philosophy to improve customer service, crime prevention <br />and traffic /pedestrian /bicycle safety), Strategy G (Participate and collaborate with government <br />agencies and community groups to assist in reducing criminal behavior and providing resources <br />for the homeless population); Goal 6 — Community Facilities and Infrastructure, Objective 1 <br />(Establish and maintain a Community Investment Plan for all City assets), Strategy A (Develop a <br />complete inventory of all assets to determine the scope of improvements needed to sustain the <br />City's current infrastructure investment), Strategy B (Equitably maintain existing streets and <br />associated assets in a state of good repair so they are clean, safe and aesthetically pleasing for <br />all users), Strategy C (Invest resources and technology to extend the service life of existing <br />infrastructure to protect the City's investment and support a high quality of life standard; and Goal <br />7 — Team Santa Ana, Objective 4 (Provide a positive workplace environment that supports the <br />health of its employees and celebrates its success). <br />FISCAL IMPACT <br />Approval of the appropriation adjustment will designate $731,836 from Fiscal Year 2015 -16 <br />General Fund Balance. The prior year fund balance (fiscal year 2015 -16) in the amount of <br />$731,836 will be allocated to the Civic Center Safety & Security Enhancements - Contractual <br />Services (01103011- 62300). The remaining funds to complete the total program cost of <br />$1,319,672 is anticipated to be a 50/50 match with the County of Orange. <br />20E -2 <br />
