REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 18, 2016 <br />TITLE; <br />AMENDMENT TO SUBRECIPIENT <br />AGREEMENT WITH ILLUMINATION <br />FOUNDATION FOR CIVIC CENTER <br />HOUSING NAVIGATOR <br />(STRATEGIC PLAN NO. 5,6) <br />1 � 0 <br />►S _: <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />_01re _k <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2nd Reading <br />❑ implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an amendment to the Emergency <br />Solutions Grant Subrecipient Agreement with the Illumination Foundation to increase the <br />agreement amount by $45,510.55 to fund the salary of a new Housing Navigator to assist Civic <br />Center homeless individuals and families in a total amount not to exceed $150,510.55 for the <br />period of October 19, 2016 through June 30, 2017, subject to nonsubstantive changes approved <br />by the City Manager and City Attorney. <br />DISCUSSION <br />On April 19, 2016, City Council authorized the City Manager and the Clerk of the Council to <br />execute agreements with non-profit organizations as part of the 2016-2017 Emergency Solutions <br />Grant (ESG) Program allocation. The Illumination Foundation was awarded $105,000 in grant <br />funds to provide housing assistance activities to serve Santa Ana residents experiencing <br />homelessness. <br />At the close of fiscal year 2015-2016, unspent funds from ESG Program recipients totaling <br />$45,510.55 were recaptured for redistribution. In an effort to provide housing for approximately <br />461 chronically homeless individuals residing in the Civic Center area, staff requested proposals <br />from currently funded ESG street outreach and rapid re -housing programs working directly in the <br />Civic Center. Two proposals were received. Following a review and evaluation of the two <br />proposals, staff recommends reallocating these unspent funds to the Illumination Foundation as <br />part of their Rapid Re -Housing program to hire a new full-time Housing Navigator. <br />Even with the availability of rental assistance, finding a vacant unit from a willing landlord is very <br />difficult for a person experiencing homelessness in the Civic Center. Housing Navigators are <br />used as a best practice nationally to help homeless individuals find and locate vacant, qualified <br />and eligible units in the private market.
