Emergency Solutions Grant Program Amendment <br />October 18, 2016 <br />Page 2 <br />Navigators to help homeless populations find housing. These include programs in San Diego, <br />Houston, and San Francisco, among several other cities. <br />The Housing Navigator will be responsible to expand landlord/property manager participation in <br />various rental assistance programs, thereby increasing the number of units available for <br />placement of chronically homeless individuals from the Civic Center. The Housing Navigator will <br />use the Landlord Toolkit provided by Community Solutions, among other tools and activities, to <br />increase the number of rental units available for homeless individuals from the Civic Center to <br />lease with various forms of rental assistance (Veterans Affairs Supportive Housing, Shelter Plus <br />Care, Rapid Re -Housing, Housing Choice Vouchers and Continuum of Care Permanent <br />Supportive Housing). The Housing Navigator will: encourage owners of vacant units to rent to a <br />homeless individual with rental assistance; create, maintain and update community -wide <br />marketing materials for landlords; and contact landlords to encourage them to make their <br />turnover and vacant units available. The Housing Navigator will be hired by the Illumination <br />Foundation, but will coordinate and obtain units for any homeless service provider or organization <br />who is working in the Civic Center to provide housing for the homeless. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 - Community Health, Livability, <br />Engagement & Sustainability, Objective #6 (Focus projects and programs on improving the <br />health and wellness of all residents). <br />FISCAL IMPACT <br />The Emergency Solutions Grant funds will be carried forward from FY 2015-2016 to FY 2016- <br />2017 in the amount of $45,510.55 in the Payment to Subagent (account no. 13518785-69135 for) <br />expenditure in FY 2016-2017, <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />P � <br />Robert C.
