Award a contract and authorize the City Manager and Clerk of the Council to execute a <br />construction contract with Excel Paving Company, the lowest responsible bidder, in <br />accordance with the base bid in the amount of $876,111, for the term beginning upon <br />execution of the contract and ending upon project completion, for construction of the Bishop - <br />Pacific -Shelton Bike Boulevards project, subject to nonsubstantive changes approved by the <br />City Manager and the City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated construction delivery cost of <br />$1,095,140, which includes the construction contract, administration, inspection and testing, <br />and $87,612 contingency. <br />DISCUSSION <br />Improving safety for bicyclists and pedestrians has been a primary concern of the City. These <br />types of projects are also in line with a national trend toward Active Transportation Programs <br />(ATP). The City has identified a number of projects which could qualify for ATP grant funding <br />when it becomes available. The Bishop -Pacific -Shelton Bike Boulevards project is one that has <br />been awarded grant funding. The project will install Class III bicycle lanes on Bishop/Willits <br />Street from Raitt Street to Flower Street; on Pacific Avenue from McFadden Avenue to 1 st Street; <br />and on Shelton Street from McFadden Avenue to 1st Street (Exhibit 1). <br />The bicycle lanes will include traffic circles, bulb outs, signage, striping, and bicycle detection. <br />These bicycle route improvements are characteristic of "bicycle boulevards" and serve to reduce <br />the speed of vehicular traffic, increasing awareness of shared use by bicycles on these roads. <br />Upon completion, this project will benefit the community by enhancing the safety of all roadway <br />users. <br />23B-1 <br />
