Review and select an option regarding the Police Department's Janitorial Services <br />Request for Proposals (RFP) from the options listed below: <br />A. Issue an RFP for Police Department janitorial services that requires all proposers to bid <br />union wages and benefits <br />B. Issue an RFP for Police Department janitorial services that allows proposers to bid <br />either union or non -union wages and benefits <br />2. Authorize the City Manager and Clerk of the Council to execute a month -to -month <br />agreement with Santa Fe Building Maintenance for the maintenance of Santa Ana Police <br />Department facilities, for the period beginning October 1, 2016, in the monthly amount of <br />$32,702.62, subject to non - substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />In 2013, the Police Department completed an RFP process for janitorial services. During this <br />RFP process, the Police Department accepted proposals from both union and non -union <br />contractors. On May 20, 2013, the Police Department entered a three -year agreement with ABM <br />Onsite Services, a union contractor. After the first year of the agreement, ABM Onsite Services <br />terminated the agreement after expressing a loss in revenue on the Police Department contract <br />as a result of union health and welfare rate increases. <br />In order to continue janitorial services at the Police Department, on September 30, 2014, the <br />Police Department entered into a two -year agreement with Santa Fe Building Services, a non- <br />union contractor, as they were subsequent bidders in the 2013 procurement.
