The <br />California <br />Endowment <br />Santa Ana City Council and Mayor <br />City of Santa Ana <br />20 Civic Center Plaza <br />Santa Ana, CA 92701 <br />?016 ITEC -6 PM 4: 25 <br />CITY OF SANTA ANA <br />CLERK OF t.OUNC11- <br />THRIVE Santa Ana <br />c/o Nancy Mejia, MPH, MSW <br />Director of Community Engagement and Advocacy Programs <br />Latino Health Access <br />450 W 4th St, Suite 130 <br />Santa Ana, CA 92701 <br />RE: Work Study Session at December 6th Council Meeting <br />To Whom It May Concern: <br />December 5, 2016 <br />On behalf of The California Endowment, I am writing this letter in support of THRIVE Santa Ana, and of Santa Ana <br />Building Healthy Communities (SABHC), in their effort to establish a community land trust (CLT) in Santa Ana, <br />fostering neighborhoods that are healthy, vibrant, and diverse. Further, we invite our colleagues, developers, <br />funders, other agencies, and the City of Santa Ana, to provide what resources can be made available for this <br />endeavor. I pledge to work with the City in identifying opportunities to support the operation infrastructure of <br />THRIVE Santa Ana which may include matching any grants that the City may contribute towards this work, up to <br />$50,000 for the first year. Together, we can create sustainable development that benefits all Santa Ana residents. <br />We believe in the principals embodied in the Community Reinvestment Act, designed to encourage commercial, <br />financial, and institutions of all kinds to help meet the needs of borrowers in all segments of their communities, <br />including low -and -moderate income neighborhoods. Congress passed this Act in 1977 to reduce discriminatory <br />credit practices against low-income neighborhoods and encourage sustainability and self-reliance in low-income <br />communities. <br />We are aware that the City of Santa Ana currently owns at least 90 vacant lots, as well as other underutilized <br />properties, some of which are viable for donation to the CLT. In this letter we encourage the City of Santa Ana, and <br />all agencies with such ability, to facilitate the transfer of these parcels to the CLT, in order to enable development <br />that will be affordable, inclusive, and meet such urgent local needs as housing, open space, and economic <br />opportunities. <br />The California Endowment stands ready to assist in such efforts to reduce income inequality, expanding economic <br />opportunities for low-income residents of Santa Ana.
