and economic opportunities that can help break down patterns of segregation. Opening up <br />opportunity and ending segregation are key goals of the AFFH requirement. <br />Furthermore, we believe in the principles embodied in the Community Reinvestment Act, <br />which requires financial institutions to reinvest to help meet the needs of the low -and - <br />moderate income neighborhoods in the areas in which they conduct business. Congress <br />passed this Act in 1977 to reduce discriminatory credit practices against low-income <br />neighborhoods and to encourage the growth of opportunity in those neighborhoods. <br />Establishing a CLT can give these institutions an added and important vehicle through which <br />they can make such reinvestments in Santa Ana. <br />We are aware that the City of Santa Ana currently owns at least 90 vacant parcels, as well as <br />other underutilized properties, some of which are viable for donation to the CLT. In this letter <br />we encourage the City of Santa Ana, and all agencies with such ability, to facilitate the <br />transfer of these parcels to the CLT, in order to enable development that will be affordable, <br />inclusive, and meet such urgent local needs as housing, open space, and economic <br />opportunities. <br />Fair Housing Council of Orange County stands ready to assist in such efforts to reduce income <br />inequality, end patterns of segregation and to expand economic opportunities for low-income <br />residents of Santa Ana.
