Further, we invite our col- <br />leagues, developers, funders; other agencies, and the City of Santa Ana, to provide what resources <br />can be made available for this endeavor. We pledge the support of our own organization for future <br />development efforts on land acquired by this CLT. Together, we can create sustainable development <br />that benefits all Santa Ana residents. <br />We believe in the principals embodied in the Community Reinvestment Act, designed to encourage <br />commercial, financial, and institutions of all kinds to help meet the needs of borrowers in all seg- <br />ments of their communities, including low -and -moderate income neighborhoods. Congress passed <br />this Acct in 1977 to reduce discriminatory credit practices against low-income neighborhoods and en- <br />courage sustainability and self-reliance in low-income communities. <br />We are aware that the City of Santa Ana currently owns at least 90 vacant lots, as well as other un- <br />derutilized properties, some of which are viable for donation to the CLT. In this letter we encourage <br />the City of Santa Ana, and all agencies with such ability, to facilitate the transfer of these parcels to <br />the CLT, in order to enable development that will be affordable, inclusive, and meet such urgent local <br />needs as housing, open space, and economic opportunities. <br />The Kennedy Commission stands ready to assist in such efforts to reduce income inequality, expand- <br />ing economic opportunities for low-income residents of Santa Ana.
