Award a contract and authorize the City Manager and Clerk of the Council to execute a <br />construction contract to California Professional Engineering, Inc, the lowest responsible <br />bidder, in accordance with the base bid in the amount of $363,943, for the term beginning <br />upon execution of the contract and ending upon project completion, for the Safe Routes to <br />School Enhancements for King Elementary project, subject to nonsubstantive changes <br />approved by the City Manager and the City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated construction delivery cost of <br />$454,238, which includes the contract bid amount, administration, inspection and testing, and <br />an authorized contingency of $36,395. <br />DISCUSSION <br />The recommended actions are needed for the City to proceed with the installation of traffic safety <br />enhancements on City streets adjacent to King Elementary School (Exhibit 1). The improvements <br />include a new traffic signal on McFadden Avenue at Pacific Avenue, and bulb outs on Graham <br />Lane at McFadden to slow down vehicles and narrow the roadway for pedestrians crossing the <br />street. Once completed, these improvements will increase the school-age pedestrian safety <br />while promoting more walking at this location. <br />As part of this project, the existing marked school crosswalk at the un -signalized intersection of <br />McFadden Avenue and Graham Lane will be realigned one block to the west so that it coincides <br />with the new signalized intersection being installed as part of this project at McFadden Avenue <br />and Pacific Avenue. However, despite the fact the school crosswalk is being re -aligned, it could <br />be considered a crosswalk removal. Per the California Vehicle Code (CVC), crosswalk removal <br />requires that a public notice be posted at least 30 days prior to removal. Therefore, to ensure <br />that the CVC requirements are met, a public notice was posted on Thursday, October 6, <br />
