Award a contract and authorize the City Manager and Clerk of the Council to execute a <br />construction contract to EBS General Engineering, Inc., the lowest responsible bidder, in <br />accordance with the base bid in the amount of $552,950, for the term beginning upon <br />execution of the contract and ending upon project completion, for the Maple Bicycle Trail <br />Safety Enhancements Phase II project, subject to nonsubstantive changes approved by the <br />City Manager and the City Attorney. . <br />2. Approve the Project Cost Analysis for a total estimated project delivery cost of $691,187, <br />which includes the contract bid amount, administration, inspection and testing, and an <br />authorized contingency of $55,295. <br />DISCUSSION <br />The existing Maple Bike Trail stretches 2.25 miles from Central Avenue to Chestnut Avenue <br />(Exhibit 1). This bike trail serves hundreds of cyclists and pedestrians every day. In addition, this <br />trail is heavily used by students walking or biking to school. The improvements consist of <br />constructing bulb -outs and ADA -compliant wheelchair ramps, and installing signage. Once <br />completed, the shortened distance that pedestrians and cyclists cross at roadway intersections <br />will improve safety. <br />A Notice Inviting Bids was advertised on July 28, 2016, and August 4, 2016; the bids were <br />opened on September 21, 2016.
