REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 20, 2016 <br />TITLE: <br />AGREEMENT WITH CLR DESIGN FOR <br />CONSULTANT DESIGN SERVICES FOR <br />THE SANTA ANA ZOO GIANT RIVER <br />OTTER EXHIBIT (PROJECT NO. 16-2658) <br />(STRATEGIC PLAN NO. 6, 1G) <br />CITY MANAG R <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 1" Reading <br />❑ <br />Ordinance on 2"a Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with CLR Design <br />for the two-year term beginning December 21, 2016, and expiring on December 20, 2018, with <br />the option for the City to grant up to a two one-year renewal options, to provide design services <br />for the Santa Ana Zoo Giant River Otter Exhibit, in the total amount of $313,695, and authorize a <br />10 percent contingency for design in the amount of $31,370, subject to nonsubstantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />Approval of this recommended action will enable the preparation of plans and specifications <br />(Contract Documents) for the project as identified in the 2016/2017 Capital Improvement <br />Program. These contract documents will be used to competitively bid and construct the project. <br />The current Amazon's Edge Exhibit at the Santa Ana Zoo (Exhibit 1) opened to the general public <br />in 1993. The exhibit complex is planned for upgrades and renovation, and will add a new exhibit <br />called the Giant River Otter, featuring a mammal species found in the Amazon rainforest. The <br />exhibit area includes a moat, water filtration system, viewing structure, and holding facility. <br />In July 2016, the Public Works Agency released a Request for Proposals (RFP) inviting qualified <br />firms to submit proposals for zoological design services. The RFP was posted on the City <br />website and also sent to the Association of Zoos and Aquariums for distribution to their <br />membership. <br />In August 2016, three proposals were received. The proposals were evaluated by personnel <br />from the Public Works Agency, Zoo Staff, and the Friends of Santa Ana Zoo. Each firm was <br />rated according to its firm/team experience, understanding of need, relevant project experience, <br />schedule, references, and proposed cost and pricing data.
