Conditional Use Permit No. 2016-34 <br />November 28, 2016 <br />Page 3 <br />specializes mainly in the production of craft hop -forward ales and currently has five line-up beers. <br />SARBC plans to produce 1,000 barrels per year and anticipates producing 7,500 barrels by 2020. <br />ABC restricts the number of barrels microbreweries can produce a year, which is a limit of 20,000 <br />barrels a year. <br />Project Analysis <br />Conditional use permit requests are governed by Section 41-638 of the SAMC and may be granted <br />when it can be shown that the proposed project will not adversely impact the community; If these <br />findings can be made, then it is appropriate to grant the CUP. Conversely, the inability to make <br />these findings would result in a denial. Staff has prepared the following analysis, which in turn forms <br />the basis for the recommendation contained in this report. In analyzing this CUP request, staff <br />believes that the following findings of fact warrant approval of the CUP. <br />The Santa Ana River Brewing Company Is requesting approval of a CUP to allow the operation of a <br />microbrewery with a tasting room. The use of the property as a manufacturing facility is permitted <br />by right; however, the proposed tasting room and sales of beer are governed by Section 41-196 of <br />SAMC, thus requiring this CUP. The tasting and sale of beer to consumers are intended to provide <br />a service that is ancillary to the primary manufacturing use. This use will benefit the community by <br />providing a unique manufacturing use with a complementary tasting area that will be open to the <br />public to enjoy. <br />The granting of the CUP will allow the microbrewery to compete with other microbreweries in Santa <br />Ana and Orange County that may also offer similar services to the public and thus allowing SARBC, <br />a local -small business, to thrive and remain economically viable. The proposed use will contribute <br />to the evolving and growing microbrewery trend in Santa Ana and will provide consumers with <br />unique craft beer options. In addition, tastings and sales to consumers will take place inside and <br />within an industrial park with required parking. Furthermore, the subject property is not located near <br />any sensitive uses such as schools and places of worship and the closest residential neighborhood <br />is approximately 2,000 feet to the west. The proposed license will not adversely affect the General <br />Plan. The granting of this CUP supports several policies contained in the General Plan. These <br />include policies supporting: the provision of a diverse range of goods and services, creating a <br />safe and attractive business environment, and encouraging development that Is compatible with <br />nearby land uses. Finally, the proposed conditions of approval will assist in mitigating any potential <br />impacts from this proposed establishment. <br />Police Department Ana ysis <br />As part of the review process for all CUPS, the Police Department reviewed SARBC application in <br />order to ensure that the potential crime and nuisance behaviors associated with alcohol <br />consumption and alcohol sales are mitigated to the greatest extent possible.
