PULIDO, Mayor <br />MICHELE MARTINEZ, Mayor Pro Tern <br />JOSE SOLORIO <br />JUAN VILLEGAS <br />COUNCILMEMBERS Absent: <br />P. DAVID BENAVIDES <br />VICENTE SARMIENTO, Mayor Pro Tern <br />SAL TINAJERO <br />STAFF Present: <br />ROBERT CORTEZ, Deputy City Manager <br />SONIA R. CARVALHO, City Attorney <br />MARIA D. HUIZAR, Clerk of the Council <br />PUBLIC COMMENTS <br />• Robert Oliver, opposed to negative employment action against the City manager because <br />of obvious conflict of interest; wrongful employment retaliatory and avoid potential conflict <br />of interest; may open City to liability. <br />• Albert Castillo, opined that City Council holding meeting when other members not able to <br />attend; need to focus on moving the City forward. <br />• Claudia Arellanes, indicated that City has momentum and with such proposed action will <br />disestablish; three representatives out of town. <br />• Madeleine Spencer, credited City Manager with advances; concerned with action <br />proposed. <br />• Ryan Smolar, spoke in support of City Manager and policies that he has brought from a <br />larger City; indicated that many people had contacted him that were concerned about <br />meeting conducted and without the public trust and public knowledge of what's really <br />happening. <br />• Samuel Romero, spoke in support of the City Manager. <br />• Benjamin Vazquez, concerned with noticing of meeting and proposed actions; urged <br />Mayor Pro Tern not to be involved and vote City Manager out. <br />CITY COUNCIL MINUTES 1 DECEMBER 28, 2016 <br />1OB -1 <br />
