• Eddie Oullares Jr., noted that business license and planning difficult to navigate but <br />processes improving with current City Manager, <br />• Angelica Amezcua, wrong to hold a meeting when other elected officials are out of town; <br />opined that City Manager has done a tremendous job for the City. <br />• Cezanne Brawning, long term resident expressed concern that many things have been <br />going downhill throughout the City since the current City Manager hired; opined that City <br />Manager receives very high salary and residents not getting what they deserve. <br />• Raul Yanez, spoke in support of City Manager; has experienced growth and progress due <br />to Mr. Cavazo's efforts. <br />• Ivan Enriquez, opposed to any disciplinary action against City Manager. <br />• Hario Cortes, have worked with City Manager; need to evaluate based on actions; support <br />City Manager. <br />• Hugo Munoz, very concerned with proposed actions. <br />• Ana Urzua, indicated that City has had much progress as a result of transparency and <br />accountability; concerned with lack of good faith and public knowledge; hold City Manager <br />to higher standards. <br />COUNCIL RECESSED to Room 147 for Closed Session discussion at 12:31 p.m. <br />CLOSED SESSION ITEM - The Brown Act permits legislative bodies to discuss certain <br />matters without members of the public present. The City Council finds, based on advice from <br />the City Attorney, that discussion in open session of the following matters will prejudice the <br />position of the City in existing and anticipated litigation: <br />1. PUBLIC EMPLOYEE EVALUATION OF PERFORMANCE AND/OR <br />DISCIPLINARY ACTION pursuant to Section 54957(b)(1) of the Government <br />Code: <br />Title: City Manager <br />CLOSED SESSION REPORT - City Attorney Carvalho reported that by a 4 -0 vote the City <br />Manager was placed on leave as the City Council continues to review and investigate current <br />and former issues arising from his personal performance evaluations, including but not limited <br />to the impacts of personal workplace relationships and the development of a romantic <br />relationship policy. <br />ADJOURNED —1:41 P.M. <br />Maria D.
