REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 7, 2017 <br />TITLE: <br />AGREEMENTS FOR AS- NEEDED <br />INFORMATION TECHNOLOGY <br />RECOMMENDED ACTION <br />CLERIC OF COUNCIL USE ONLY: <br />_•s T s, <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 191 Reading <br />❑ Ordinance on 2n6 Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute seven as- needed information <br />technology professional services agreements with the firms listed below, each for a one (1) year <br />term expiring February 6, 2018 with the potential for three one -year renewal terms, exercisable <br />by the City Manager and the City Attorney, for a total aggregate amount for all seven consultants, <br />not -to- exceed $3,000,000 annually and $12,000,000 over the life of the agreements if all <br />extensions are utilized, subject to non - substantive changes approved by the City Manager and <br />City Attorney: <br />• The Comdyn Group, Inc. <br />• Scienta Consulting Group, Inc. <br />• Softmaster, Inc. <br />• Bunnell Enterprises (dba Total Network <br />Solutions) <br />DISCUSSION <br />The Ryte Professionals, Inc. <br />Sierra Cybernetics, Inc. <br />Stelarum Studios, Inc. <br />The City of Santa Ana leverages new technology to reduce costs, increase efficiency, and <br />improve service delivery. To facilitate the adoption of new technology, the Information <br />Technology Department utilizes professional and technical services from private sector firms on a <br />project basis to assist in upgrading, replacing, implementing, and supporting information and <br />communications systems. <br />This sourcing strategy is cost - effective and responsive to our customer departments' needs. It <br />allows the Information Technology Department to quickly acquire the specific technical expertise <br />required for a project, while not incurring ongoing fixed costs once it is complete and the specific <br />skills are no longer needed. Additionally, it provides a mechanism to rapidly address changing <br />support responsibilities for critical production systems. <br />Over the next four years, professional and technical services will be necessary to support several <br />planned technology projects.
