provided in the EMPG Program Work Plan at the time of application and will form the <br />basis of the Quarterly Performance Progress Report (SF -PPR) submissions. The Grant <br />Activities Outline is structured to enable reporting of quarterly activities according to <br />Emergency Management Function (EMF) projects, as well as standardized reporting of <br />activity completion status. <br />The EMPG Program Work Plan must suminarize program activities in the following <br />areas: <br />• Planning: Planning efforts should span all five Goal mission areas. The EMPG <br />Program Work Plan should provide a baseline for determining potential threats <br />and hazards, required capabilities, required resources, and establish a <br />framework for roles and responsibilities. Planning efforts should demonstrate <br />the engagement of the whole community in the development of a strategic, <br />operational, and /or community -based approach to preparedness. <br />• Organization: EMPG Program funds may be used for all- hazards emergency <br />management operations, staffing, and other day -to -day activities in support of <br />emergency management, including hazard mitigation staffing of the State <br />Hazard Mitigation Officer (SHMO) position, and staffing Community <br />Emergency Response Team (CERT) and Citizen Corps positions at the state and <br />local levels in order to promote whole community engagement in all phases of <br />emergency management and across the mission areas. <br />• Equipment: Allowable equipment categories for the EMPG Program are listed <br />on the web -based version of the Authorized Equipment List (AEL) available at <br />https: / /www.fema.gov /authorized - equipment -list. Unless otherwise stated, <br />equipment must meet all mandatory regulatory and /or FEMA- adopted standards <br />to be eligible for purchase using these funds. In addition, agencies will be <br />responsible for obtaining and maintaining all necessary certifications and <br />licenses for the requested equipment. <br />• Training: EMPG Program funds may be used for a range of emergency <br />management- related training activities to enhance the capabilities of State and <br />local emergency management personnel through the establishment, support, <br />conduct, and attendance of training. Training activities should align to a current, <br />Multi -Year TEP developed through an annual Training and Exercise Plan <br />Workshop (TEPW). <br />• Exercises: Exercises conducted with grant funds should test and evaluate <br />performance towards meeting capability targets, established through the <br />development of a jurisdiction's THIRA for the core capabilities needed to <br />address their greatest risks.
