by the Contractor subject to the approval of the Director of <br /> Public Works . The information used by the Contractor in the <br /> development of the rate comparisons and calculations of the <br /> average rate and related adjustments shall be made available <br /> by the Contractor to the Auditor for his review and <br /> recommendation to the Director of Public Works as to the <br /> validity, sufficiency, and accuracy of the rate <br /> determination . The rates in effect in each of the aforesaid <br /> cities after July 1 shall be independently verified by the <br /> Auditor . In the event the Auditor is not able to validate <br /> the rate within thirty days after July 1 , the rate , when <br /> finally validated , shall be adjusted and paid retroactively <br /> to July. <br /> (d) In any of the six cities where the refuse <br /> collector ' s service includes and is limited to residential <br /> and apartment buildings only, the rate of such city will be <br /> adjusted to compensate for the variation from services <br /> performed by the Contractor in Santa Ana . If any city <br /> changes its method of compensation for refuse collection , <br /> such city shall be excluded from the determination of the <br /> service unit rate unless the auditor recommends a method of <br /> adjustment for such city' s rates and the parties agree to <br /> accept the Auditor ' s recommendation . <br /> (e) The service unit rate determined as of July 1 , <br /> 1983 shall be effective upon the beginning of the term of <br /> this Contract. <br /> 24. <br />
