( f) The method and procedure for determining the <br /> compensation due Contractor from City for standard service <br /> is more fully described in Attachment A, attached hereto and <br /> incorporated herein . <br /> 22 . Payment for Services - Bin Service <br /> (a) The Contractor shall receive compensation for <br /> supplying bin service by direct billing of the customers <br /> receiving such service by means of agreements for the rental <br /> of bins entered into between the Contractor and each such <br /> customer. A copy of every such agreement shall be filed <br /> with the Director of Public Works by Contractor . The City <br /> shall not collect any fee for refuse collection services <br /> from Contractor' s bin service customers. <br /> (b) The bin service monthly rates charged by <br /> Contractor shall be set by a schedule approved by the <br /> Director of Public Works . The schedule shall be such that <br /> the average cost of one collection of one cubic yard of <br /> refuse by Contractor pursuant to such schedule is equal to <br /> the average cost per cubic yard of collection in the four <br /> cities of Anaheim, Fullerton , Huntington Beach , and Orange <br /> which would occur if the rates in effect in those cities for <br /> similar services were to be charged to Contractor ' s bin <br /> service customers in Santa Ana. <br /> (c) The average cost per cubic yeard shall be <br /> calculated on July 1 of each calendar year and shall remain <br /> in effect for each ensuing one-year period .
