CONTRACTOR shall provide in its bin rental contracts for a bin <br /> cleaning service to be performed at the request of the customer <br /> or the CITY for a fee specified in such contract . <br /> The containers receiving standard service shall be <br /> replaced where found . Containers and lids thereof shall not be <br /> left in the street or on neighboring or adjoining premises. <br /> Trash containers shall not be thrown from the truck to the pavement <br /> or in any way damaged by unnecessarily rough handling. The CITY <br /> reserves the right, upon submission of proof by the owner, to <br /> withhold sufficient compensation under the Contract to adjust and <br /> pay any claim for refuse containers damaged by the willful or <br /> careless acts of the employees of the CONTRACTOR. <br /> 16 . Supervision : <br /> Performance of each of the provisions of the Contract <br /> shall be under the direction and supervision of the Executive <br /> Director. The CONTRACTOR shall furnish the Executive Director <br /> every reasonable opportunity of ascertaining whether or not the <br /> work is performed in accordance with the requirements of the <br /> Contract. The CONTRACTOR shall designate a person to serve as <br /> agent and liaison between its organization and the CITY and shall <br /> maintain a telephone and a means for contact at all times during <br /> periods of strike or other emergencies. The Executive Director <br /> may inspect the CONTRACTOR' S operations and equipment at any <br /> reasonable time and the CONTRACTOR shall admit him to make such <br /> inspections at any reasonable time and place. <br /> 16 . <br />
