similar curbside residential services performed once per week . <br /> Such standard service unit rate shall be calculated on July 1 <br /> of each calendar year and shall be in effect for each ensu- <br /> ing twelve ( 12 ) month period ending June 30 of the following year. <br /> The service unit rate shall be calculated by the CONTRACTOR subject <br /> to the approval of the Executive Director. The information used by <br /> the CONTRACTOR in the development of the rate comparisons and <br /> calculations of the average rate and related adjustments shall be <br /> submitted by the CONTRACTOR to an independent certified public <br /> accounting firm ( "Auditor" ) for its review and confirmation to the <br /> Executive Director as to the accuracy of the rate determination. <br /> The rates to be compared in each of the aforesaid cities on each <br /> July 1 shall include all disposal fees and costs. In the <br /> event the Auditor is not able to validate the rate within thirty <br /> ( 30 ) days after July 1 , the rate, when finally validated, shall be <br /> adjusted and paid retroactively to July 1. <br /> D . In any of the six cities where the refuse col- <br /> lector 's service includes and is limited to residential and <br /> apartment buildings only , the rate of such city will be adjusted <br /> to compensate for the variation from services performed by the <br /> CONTRACTOR in Santa Ana. Such adjustment shall be in accordance <br /> with "Exhibit E , " attached hereto and incorporated herein by <br /> reference. If any city changes its method of compensation for <br /> refuse collection, such city shall be excluded from the deter- <br /> mination of the service unit rate unless the auditor recommends a <br /> method of adjustment for such city' s rates and the parties agree to <br /> accept the Auditor' s recommendation. <br /> 23 . <br />
