23 . Minimum Service Levels - <br /> Multi-family Residential Buildings : <br /> CITY shall require that all residential buildings with <br /> four or more dwelling units be served by bin service , except that <br /> CITY may waive such requirement for any residential building <br /> existing on January 1 , 1972, upon a determination that no lawfully <br /> usable space is available for such container within the boundary <br /> lines of the subject property. <br /> The CONTRACTOR shall provide bin containers of such <br /> capacity and collections of such frequency for residential build- <br /> ings required to have bin service by this section as to provide <br /> for refuse collection of not less than one-half ( 1/2 ) of one ( 1 ) <br /> yard of refuse collection per dwelling unit per week. In all <br /> cases, collections shall be made at least once per week . <br /> In the event that the City Council determines that any <br /> specified area of the CITY containing several residential build- <br /> ings receiving bin service has evidenced a need for more frequent <br /> collections than are required by the abovesaid minimum and imposes <br /> such higher requirements on CONTRACTOR' S customers therein for <br /> sanitation or health reasons by appropriate ordinance or resolu- <br /> tion, CONTRACTOR shall furnish such additional collections and <br /> shall be entitled to compensation from the customers to the same <br /> extent as if the customer requested such additional collections <br /> from the CONTRACTOR. <br /> CONTRACTOR shall also comply with any request by the <br /> Executive Director to change the scheduled collection days for <br /> residential bin service customers which is designed to promote <br /> 27 . <br />
