EXHIBIT "B" <br /> STANDARD SERVICE <br /> GENERAL COMMENTS <br /> 1 . The Residential Average Rate shall be determined <br /> using the prevailing rates , as adjusted , in the cities of Anaheim, <br /> Costa Mesa, Fullerton, Garden Grove , Huntington Beach and Orange . <br /> 2 . The prevailing rates to be used in this procedure <br /> shall be the published rate for determining contractor payments <br /> regardless of the base unit to which it applies. The rate used <br /> for this average procedure will be that which is to be effective <br /> on July 1 of the corresponding year. <br /> a. The base unit for residential rates varies <br /> from city to city. For example, Anaheim uses electric <br /> meters while Santa Ana has used water meters and other <br /> cities use service units. <br /> b. The city will provide contractor with the <br /> total number of standard service units at July 1 of <br /> the corresponding year. <br /> 3 . The prevailing rates shall be adjusted whenever a <br /> city ' s residential contract includes apartment service . <br /> a . This adjustment is to compensate for the effect <br /> the apartment revenue has on the residential rates. <br /> b. The basis for the calculation of the adjust- <br /> ment shall be the actual apartment service being provided <br /> in the City of Santa Ana as determined by the records <br /> of the city ' s contractor. <br /> 35 . <br />
