SECTION C <br /> SCOPE OF SERVICES AND PROGRAM REQUIREMENTS <br /> C.1 CITY GOALS& OBJECTIVES <br /> The City's solid waste collection goals are as follows: <br /> 1. To meet the requirements of the California Integrated Waste Management Act <br /> (CIWMA), including the waste diversion goals of 25% by 1995 and 50% by the <br /> year 2000, and any related subsequent legislation that may affect the City and <br /> its ability to meet these waste diversion goals. <br /> 2. To provide quality solid waste collection, transportation, recycling, yard waste <br /> diversion, and disposal services to the community. <br /> 3. To provide these services at competitive prices. <br /> The following program objectives have been identified: <br /> 1. Require contractor compliance with the State Integrated Waste Management <br /> Act and any related subsequent legislation and to receive full indemnification <br /> against any fines imposed upon the City for not meeting those goals. <br /> 2. Implement a recycling program for curbside, bin and roll-off service utilizing <br /> a Materials Recovery Facility to sort recyclable material from mixed solid <br /> waste. The City has decided to recycle utilizing a Materials Recovery Facility. <br /> Each Contractor (or consortium of Contractors) is required to provide directly <br /> or by subcontract its own facility for the processing and marketing of all <br /> recyclable solid waste collected under the contract. <br /> 3. Have the contractor collect all solid waste from each customer in a single <br /> collection vehicle. Separate vehicles will not be allowed to collect different types <br /> of materials. <br /> 4. Maintain the collection and processing of all solid waste under a single <br /> exclusive contract. (Temporary roll-off service will not be exclusive until 1998). <br /> 5. Improve removal and recycling of large items by offering two on-call curbside <br /> collections per year at no extra cost to the resident. <br /> 6. Implement a diversion program for yard waste collected from curbside <br /> service, bin, and roll-off service customers. In order to maximize diversion <br /> rates, it is anticipated that separation of yard waste from solid waste will <br /> become mandatory as of July 1, 1993. <br /> 7. Develop and maintain an ongoing public education program in English and <br /> Spanish. <br /> Page 6 <br />
