8. Expand the City's arterial cleanup program. The City will provide <br /> approximately 200 solid waste containers on City arterials. The Contractor <br /> will be responsible for collecting solid waste from these containers as part of its <br /> regular route once per week. <br /> 9. Receive City bin and roll-off service free of charge, (including neighborhood <br /> cleanups). <br /> 10. Receive a 5% program surcharge fee on all multi-family, commercial/ <br /> industrial bin services, and exclusive roll-off services. The fee will also be <br /> applied to temporary roll-off service after which date the Contractor becomes <br /> the exclusive provider of such service. The fee will be calculated based on <br /> gross receipts received from bin service and roll-off service customers, <br /> including but not limited to basic collection service charges, additional service <br /> charges, and any other services provided exclusively by, and billed directly by, <br /> the Contractor. <br /> C.2 GENERAL PROGRAM REQUIREMENTS <br /> To the extent that the law will allow, and subject to the limitations of Public <br /> Resources Code, Sections 49520, et, seq., the Contractor shall collect all solid waste <br /> originating, generated and/or accumulated by any person within City boundaries, <br /> as they now exist or may hereafter exist, and shall transport, process, recycle, <br /> mulch, compost, transform, or and dispose of said solid waste. <br /> The services to be provided by Contractor under this program shall include the <br /> supervision, labor, materials, facilities, equipment, tools, expertise, and any other <br /> items necessary to perform the services described herein. <br /> All work shall be accomplished in a thorough and professional manner and in <br /> accordance with the terms of the attached Agreement. <br /> The scope of services includes processing of recyclable solid waste at one or more <br /> Materials Recovery Facilities (MRFs), and the marketing of those recyclables. <br /> Services are divided into two categories: Basic Services and Emergency Services. <br /> The Basic Services are those services which must be provided by the Contractor. <br /> Emergency Services are those services in addition to the Basic Services that the <br /> City, during periods of emergency, may direct the Contractor to provide. <br /> Compensation for provision of services is described in detail in Section G of this <br /> RFP. <br /> C.3 BASIC SOLID WASTE COLLECTION SERVICES TO BE PROVIDED <br /> The Contractor shall be required to provide the following solid waste collection <br /> services as part of the Basic Services. <br /> Page 7 <br />
